Pass papier sablet partou lor miray… Grate tout la peinture ki ena. Maximum. Met enn coating anti fungus mauvilac. Lerla to servi cashmere paint. In most cases this solves the problem. Peinture to miray an dehor aussi. Si dehor ankor grey.. Sa aussi fer gagn fungus… Sometimes it is because of accumulated water on roof. If there is, get a good drainage system. Believe. Wallpaper is not a good option for us. Humidity and insects. These go well.
No one does that in mauritius but if you add a layer of insulation, you’ll have no issue

But House is very well isolated from environmental agressions…
First you need to have proper outdoor protective paints to properly seal and isolate your outer walls from nature’s elements…
Good Paints lie Sofap Aquashield or Mauvilac Proflon both applied 3x coats minimum + binder application not first base like Aquaprime
Then inside again good first paint to properly seal the inner walls, good paints like Sofap Softfeel or Mauvilac équivalent ones…
Hôtels and others install wallpaper without any issues…
Mr Bricolage have a contractor who they can recommend to install wallpaper they sell at their place…
Mold and other infiltration issues are due to poor building sealing / craftsmanship
There are humidity-resistant wallpaper. My grandparents bought some over a decade ago in France to use on a feature wall. It’s only recently that they’ve started unpeeling, They lived in Vacoas.
